It is not simply that the US can import some of its shale resources and import crude from its own country, but that it can also import shale resources from Canada, South Africa and the United Arab Emirates. This is because the US has been importing more from those countries than from the rest of the world since 2003, while exporting very little.
There is an enormous amount of natural gas already produced, in the form of natural gas liquids. With the shale boom, the shale gas companies have become big companies. This makes it easier to import and export liquefied natural gas (LNG) via pipeline and it allows US businesses to sell the LNG to other countries at cheaper than global prices.
In addition to the infrastructure of pipeline and pipeline construction in and around the US, there are also the political changes associated with the shale boom that will increase American production in the years to come.
With the current oil price (around $58/bbl) that is the lowest in over six years, that means that the US government can already export some of their oil production from the US, but the pipeline and LNG imports must occur as soon as the US is able to sell the oil.
The oil industry is also not doing as well.
It has the lowest share of new private jobs of any industry in the US at 2.5%. These new private jobs are in transportation, manufacturing and energy, not manufacturing and energy, meaning that these jobs are going to disappear over time if the natural gas pipeline is built, at the cost of job losses.
To the degree that fracking takes place in the US, the pipelines also need to be built in the first place, because all three parts of the pipeline already exist. And there are more than 600 million Americans in the construction job market.
Now if natural gas isn't pumped into shale gas wells to export to other countries, natural gas will be needed in the US. There are over 7.5 trillion cubic feet of natural gas in the ground already, and the US has over 300,000 miles of pipelines that could carry that gas to be pumped elsewhere.

A massive explosion in West Virginia Wednesday, killing at least 17 people and injuring at least 80, has underscored the risks of operating in deep underground mines.
The blast ripped through the Minnesotan town of Cilgore, killing 17, and also killed nine people after the mine exploded on the surface, with several tons of radioactive uranium material and other materials strewn along the way.
The cause of the explosion — which officials attributed to a fire — was not immediately known.
Miner operators and regulators say they were already seeing dangerous conditions in some of the underground mines in the United States. The Associated Press reported Wednesday that in 2012, more than 100 workers died in underground mining operations in Wisconsin.
One of the men killed Wednesday was wearing safety goggles when he and three others were killed in the blast, said James Hager, spokesman for the Department of Safety and Environmental Enforcement. Hager said the other two men, both from Cilgore, were not wearing protective gear. The fourth man was wearing goggles to protect against radioactivity.
A fire destroyed the mine on the surface, while the mine itself has an air blast chamber, according to the Mine Safety and Health Administration. The mine is operated by Rio Tinto, a subsidiary of Anglo American Resources.
The mine's blast did not kill anyone in the initial phase of the blast, an agency spokesman told the AP, adding that more than 60 people were in the mine's containment room by the time of the explosion. The blast also had no long-term effects on the safety of workers, the EPA spokesman said.
The explosion came just after a mine in North Dakota, also near Minnesotan shores, was rocked by a fire. More than 6,200 workers are employed in about 90 mines around the U.S. — including the Minuteman National Security Complex, the largest of the three known nuclear waste repositories.
A spokesman for the EPA said the agency has issued safety requirements to the state of Minnesota for its three other nuclear sites and that there are six such requirements in place for five more sites, one of which is in North Dakota.
The EPA and the state both told The Associated Press in interviews that the latest explosion was an anomaly and did not appear to have been related to any other problems on the site. The blast also did not cause a public health hazard for Minnesotans, the officials said.
The Minuteman facility, which has a 60-foot-tall "monumental" concrete cylinder, is part of a larger waste storage complex at the site where the Minuteman 4 nuclear bomb was spent in 1983 during a test explosion.
